If I look from the top of my viv I can se a film on part of the water, I rinsed all the plants tremensly, and let my silicone offgas for the appropriate time, Is this something to worry about, I am getting my frog this weekend and want to make sure that the viv is perfect

I would not worry too much. This can happen at times.
You may want to look up "quarantine" before adding a new frog right into that viv though.

Darts with parasites are analogous to mixed tanks, there are no known benefits to the frogs with either.
If tone is more important to you than content, you are at the wrong place.
