What is the best way to pick up, move, or otherwise handle a dart frog?
it's best not to handle them at all, unless needed. in that case a deli cup is what i use. Not because of any worry about the frog harming me but the other way around (oils/soaps anything else on my hands even after washing).
Darts aren't a pcik up and hold animal much like fish.
would latex gloves work as well?

Yes, but they are usually easier to catch by chasing them into a cup.
Also, that way you don't have to squeeze them to catch them.
