Eastern Martial arts (Japanese esp) have a use for it - Testing the Sword. Way different from "learning to cut". And it usually involved something other than mats.

Actually we use mostly the Japanese tatami mats and they been used for centuries, rolled up like that they closely mimic a human neck. I agree those dudes using those Euro swords sucked and so did their form, but check this out:
