welcome to the forum.
Might I suggest you spend some time reading past posts on the forum. Most if not all of your questions have been answered at some point in the past.
And while you are cruising the forum, you will probably come across some conversations about things that you have not thought to ask.
In addition to the forum, most online vendors that specialize in vivarium supplies (ourself included) will have 'How To' pages on their websites.
You make fly cultures by mixing up their media, and increasing the area with coffee filters or excelsior, then putting newly hatched flies into the culture. They multiple in the culture.
To dust, shake them into another container that has the calcium or vitamin dust.
To feed to your frogs pour from this second container into the viv.
This is a very short answer to things that could use a lot more information. But it is the basics.
