To keep dart frogs, one of the requirements is to be able to maintain a humidity level 80-100%. This will probably not be easy to do with a screen top, unless you cover the screen with glass, acrylic, or even a plastic sheeting. For most, a custom cut glass lid is the way to go. Having a lid cut that is a snug fit is a must. This will eliminate any small gaps or crevices that might allow the frogs to escape, and will keep the fruit flys where they belong, in the tank. And to answer your next question, no, the frogs will not suffocate.

I have been told that screen tops can also scratch the faces of dart frogs as sometimes they will venture up to the top of the lid out of curiosity.

I use screen tops on all of my tanks. I've never had any issue with a frog being injured with the screen. I like using the screen over a solid glass top because it allows me to dial in just the riht amount of humidity in the tank by using pieces of plexi to cover over sections of the screen and allowing just the right amount of open space to keep the glass from fogging over.
